Power Pack, disturbed by the pollution and sick dolphins in Maine (issue #48), return to the ocean to investigate the situation further. Franklin has a special connection to the cetaceans, has had numerous dreams about them, and is able to telepathically communicate with them. One of the dolphins uses Franklin's abilities to communicate with the rest of the team. He leads them to a spot in the ocean where large amounts of toxic waste are being illegally dumped and killing sea life.

Power Pack intercepts, and fights to overtake, a barge filled with toxic waste that is about to drop its dangerous cargo into the sea. They dump the barge and the open barrels of toxic waster onto and around the home of the responsible CEO. He screams that he cannot believe anyone would leave toxic waste in someone's home - failing to understand that he has been doing exactly that to the dolphins.
